Mr. HARCOURT: The answer to the first six parts of the question is in the affirmative. I do not see that the very distinguished career of Sir Ho Kai has any bearing on the question of the admit lance of non-Europeans to the examina-

tious for the civil and police services. The answer to the last part of the ques- tion is in the negative.

Mr. MacCALLUM SCOTT: If the ability of Sir Ho Kai to pass examinations is not sufficient to convince the right hon. Gen- tleman that non-Europeans can pass examinations will the case of Dr. Lim Boon Keng convince him?
